Automatic scrolling to the left issue

Hey, I was just wondering if anyone would happen to know how to fix this issue. I am using InDesign and have a doube page spread. When I zoom in, the page automatically scrolls to the left. When i go to use the scroll bar at the bottom to scroll it back over right, it won't let me select it. So i'm not able to scroll horizontally, but i can scroll vertically just fine. 

I have been looking into how to fix it and tried everything. Changed my mouse, did CTR+ALT+SHIFT when opening, closed and opened the app, and reset my computer. What else can I try? 

It's only in Indesign that this happens, and not just on one file, I have opened other files to test too and it won't top doing this,
