I am trying to print a document with a box that is only filled with color. It goes over the top and bottom of the page, however whenever I print it, it will cut off a quarter of an inch off the top and bottom. How do I print it the way I designed it?

    If you are printing on a standard office printer, then it will not print edge-to-edge on your paper. A quarter-inch of white all around is pretty standard.  

    If your printer has the capability of doing borderless printing, then you would need to look in the printer options to set it.

    You haven't indicated exactly how you are “printing” this page, but the vast majority of laser and inkjet printers cannot print edge-to-edge. They can only print in a pre-defined imageable area that often extends only to within 1/8 to 1/4 of an inch from the physical paper edge.

    To get printing that bleeds off the edge, printing is typically done on paper larger than the logical page size and then physically trimmed after printing to the desired page size.
