Bug: Cannot click and drag content around page

If I open a file directly from my desktop when InDesign is closed, or open InDesign from my taskbar, the selection arrows do not seem to work. The cursor remains stuck as something like the Free Transform icon. If I select an object, I can move it using the directional arrows, or by typing in the X Y positioning.  But if I use the Creative Cloud app to open InDesign first, then I can either open files from my browser window or File>Open with no trouble. 

 

This only seems to happen on PCs, I've replicated on two Windows 10 PCs, has affected two coworkers as well. MacOS does not seem to have this issue.

What are the full versions of OS and InDesign?

Currently I'm on Windows 10 Enterprise, just built in December, and InDesign 2025 v20.1 (most recent update)

Thanks for sharing the details requested by our expert. I have a few additional questions to help narrow down the issue:

1. Are you using an external monitor along with your primary screen? If so, does the issue still occur when using only one display?

2. Could you try running InDesign as an Administrator? To do this, right-click the InDesign icon and select 'Run as Administrator.' Let me know if this makes any difference.

3. Please also test the issue in Windows Safe Mode to check if any third-party software or drivers might be causing interference. You can follow the steps here: Start your PC in Safe Mode.

Let me know the results, and we’ll proceed from there.
