Can I automate deletion and movement of pages in multiple InDesign files?

I have 100 InDesign booklets of the same format. Each of them contains 28 pages.
I am reducing the size of each booklet to 24 pages. In each booklet, I need to delete pages 3, 25, 26, and 28. Then I need to move page 2 to make it page 23.
The question is this:

Is there anyway to automate or semi-automate this process to make some or all of it faster than manually editing each booklet?
