Is it possible to create dynamic QR codes? I know you can create static QR codes but I would like it to change midway

    The URL in a QR code is always static. You can redirect a URL wherever you want. How you determine the static URL and redirect is up to you.

    If you mean you want the URL I have found you can enter a URL from any QR generator website that allows for dynamic QR codes and through there you can change its destination and it lets you look at the scans

    You can change the behavior of the URL specified in your QR code all you want at any time, if I understand your question correctly.

    That is correct, however it sounds as though the OP will create a QR code with a specific URL: company.com/offer and users will scan and go to that URL. But midway through campaign while using the same QR code, would like users to scan and go to this URL: company.com/new-offer

    The only way that will happen with an Indesign created QR code is the method davecourtemanche has described.

    I think we meant exactly the same only in different words. The URL owner has the power to adjust its behavior any way they want, redirect or otherwise. They, for example, can point a QR code to a .php webhook that will do whatever they want it to do.
