Can interactive rollover buttons be made accessible in a .pdf?

I have an InDesign document that has a lot of components that are interactive.  Some of them are words that when you roll over them, a popup appears with an explanation of the word.  There are also a lot of hyperlinks in the document.  We have a client that is asking if the .pdf can be made 508-compliant.  I have yet to figure out how to make this document accessible, or if it is even possible.  Any help would be greatly appreciated!

Funny how no one seems to read what the quesion from the OP really is: is it accessible according to the WCAG2/508 norm!

Yes, it will pass the check in Acrobat Pro (and possible PAC3/Matterhorn) but it is not the recommended way: how should a screen reader read out the text aloud? It will only read what is visible. It is also not a good idea for visiualy impaired people to have them use the mouse, for clicking or roll over.

So, yes it will pass Acrobats Pro Accessibilty check (if done correct of course) but NO interactive documents in itself are no good for 508 compliance.

PDF and interactivity have always been a troublesome marriage.

The question is not whether you can make it (you can) but who will be able to see and use it ?

Anything like buttons, rollovers, sounds, and movies, etc. are prone to not being supported by many PDF viewers...

Making it accessible is probably just adding another difficulty to the equation...

The OP asked not how/if it will work but if it will pass the Accessibility check! (WCAG2 or American 508)

You'll probably have problems with buttons and pop-ups on Interactive PDFs on some devices and some PDF readers. It's safer to stick to simple hyperlinks.

LinkedIn Learning have an online video tutorial on creating accessible PDFs, which you may find helpful (you can get 30-days free access):

you can use show and hide buttons and it works for interactive pdf

I mean when you roll over the word, the explanation will appear.

    1. convert the explanation text box to button, change its name, check on hidden until triggerd.

    2. convert the word you want to button, event: on roll over, Action: show and hide buttons and forms.

visibility leave the button 2 with x

click on the left icons beside the explanation button to appear the eye icon. when you roll over the word (text) the explanation will appear.

this option is working with interactive pdf document.
