Can only open InDesign using "Open with..." command

I am using Adobe InDesign CC 2018 on a pc with Windows 10.  The only way I can get InDesign to open is to right click on an existing InDesign document and select "Open with InDesign."  I cannot launch the app by clicking on the icon or the app itself in the app folder.  Has anyone else had this problem and were you able to find a solution?

    Nothing at all.  I do not get a pop up window or an error message.  All my other CS programs open properly.  My boss is also having the same problem with InDesign.
