Can't create text box?

I was making a template for a 1.5" binder and when I click on the Text icon in the menu to click and drag on my document in order to make a text box, it doesn't work.

It just defaults to clicking somewhere specific on the document with the blinking text indicator, allowing me to type something. After I type, the text doesn't show up as a layer at all.

What I want to do is click and drag a text box, type text into it, rotate it, and then place it over the spine of my binder layout. I opened another InDesign project I was working on and I can click and drag a text box on it just fine. I looked at the layers between both projects and don't see any difference.

I'm not sure why I'm not able to click and drag a text box to size in the project I'm working on.

    Try locking the layers in the document, then creating a new layer and see if you can create a text frame on the new layer.

    Thank you! It seems to be working now. If I lock a certain layer, I can then drag a text box over it.
