Can't edit or move type

Windows 10 / InDesign 18.5 x 64 / Core i7 3.5 / 32 Gig Ram

I have a caption on its own layer named "cutline." When I turn the layer off the caption hides, when I turn the layer on, it displays, but I cannot grab it to move it or edit it.  On other pages, I move and edit text in that layer with no problem. I can also move and edit text in other layers on the same page.

 

Pray tell, what have I done and how do it fix it?

Thanks for your responses. The offending type or type was not on a master page nor was it locked according to what I could discover: the object locking was grayed out.  So I punted, and created a solid white box, put it over the offending type, and then went on with my project.

If not on a parent page, is it locked?
