When you do a File > Save As, you can save a template file by changing the Save as type to "InDesign 2024 template (*.indt)" but this will not package the CSV file. The user who opens the template as a new INDD file would then have to run the Data Merge and link the CSV into it to generate multiple copies. Those features would not automatically be saved into any InDesign .indt template file.

In the Data Merge upper-right panel menu button, a user can choose "Select Data Source" and link to the simple text-based .CSV file (not a .txt file).

Also, you cannot set up the original on a left-hand page. Try moving the original to the right-hand side. Better to make a non-facing pages document.
