Converting old (2003) INDD file to IDML

Is there any way I can convert a 2003 INDD file to IDML without using  the original 2003 InDesign program (which I don't have anymore)?

So the current version will open any version INDD? 

I have CS4 but that will not open an INDD from 2003.

Yes, newer versions can open older versions. To go back you need IDML which can be opened by CS4 and later, but that has to be created from InDesign.

Edit: I just re-read that. What do you mean CS4 won't open a file from 2003? If you have a file that old it should open in CS4 unless it's corrupt or was created in a pre-release version of InDesign back in the day.

Open in the current version and save as IDML.
