Hi AJLangtry,
You're describing a PDF form's "Tab Order," where the user can tab from field to field in the correct, logical order.
This is a requirement for accessible PDF forms so that people who use assistive technologies (such as screen reader software by those who are blind) can navigate from field to field, but Tab Order also helps all users.
Control this in Acrobat's Form Editor tool by sequencing the form fields in the correct order in the form tree (the right-hand panel). On the right side, drag and drop the form fields into the correct tab order.

Learn more about how to do this while making accessible PDF forms in Adobe's free online seminar series at https://adobe.lookbookhq.com/acrobataccessibility
It's an excellent series hosted by Adobe's Rob Haverty who is part of Adobe's accessibililty team.
