CS25 Book Chapters in spread pdf sometimes works, sometimes doesn't

Using CS25 Indesign to produce a book exported to PDF.  There are about 20 chapters.  The same master is used for all pages: facing pages.  Page numbering is set up consistently and correct: odd pages start on right, etc.

When exported to PDF as a spread.  Some of the chapter breaks work just fine.  But then, sometimes the last page of a chapter prints as a single page, and the first page of the next chapter prints as a single page.  And then it reverts correctly to a spread.  In the course of the 140 pages of the book, this odd behavior is repeated for about 10 of the 20 chapters.  I've checked everything I can think of: in pages panel "allow pages to shuffle" is checked.  Obviously I'm doing something inconsistently but I can't find out just what I'm doing to cause this sometimes OK and sometimes not OK performance.  Any help would be greatly appreciated.

Yes.  All the chapters in the book end on an even page.  I've attached a screenshot of what I see in the PDF.  As you can see, the chapter which ends at Page 20 (left side) prints as a "non-spread," and the new chapter starts at Page 21.  Page 21 also presents as a non-spread.  The error is that the "spreads format" discontinues at Page 19 for two pages.  That is, for the next two pages, the PDF presents as "non-spreads."  Then the book returns to the spreads presentation.  What is so strange about this, is that this error is not consistent:  some chapter breaks flow exactly as intended.  That is, the "spreads format" is retained correctly through the end of the chapter and start of the next chapter.  During the extent of the PDF book, the error occurs several times.  I have gone through each individual .ind and the commands, style sheets, page commands, etc. are all exactly the same.  Obviously, I'm doing something wrong somewhere.  But I am completely baffled.  Without a doubt, it'll prove to be something simple and I'll quickly correct it.  But right now, I just don't know what to correct.  Thanks for your interest.

Are you using the book function with chapters as individual files or is it one large file with Sections?
