Customize Control Panel Gear is No Longer Clickable

For some reason, I can no longer click on the Customize Control Panel gear all the way on the right of the Control Panel. When I hover over it, the mouse remains as an arrow and does not change to a pointer finger. The same thing happens for the small hamburger menu under that gear where I used to be able to access Hyphenation among other things. Has this happened to anyone else recently? I think this issue just cropped up in the last week or so.

It/s not a common issue. It's highly likely when you have interface elements that are not working correctly, it can be corrected by restoring InDesign preferences and caches. Here's a description ofr how to do that:
