Data Merge Removing Header Rows

I've created a document with multiple tables and when I use the data merge, page 1 is perfect. All of the additional pages remove the header rows. The header rows are static text that is not field elements. I've never run across this before and would appreciate any help.

I figured out a work around, which is remove the Header Rows and just put in static text. I would still like to know why this is happening.
