"destination" options in indesign

not getting the "destination" options in indesign - the first one is where we want to get to, the second is where we're at.

    This looks like the CC2019 Color Settings bug where initially the Color Settings get set to Emulate Adobe InDesign 2.0 CMS Off.

    With CMS Off  newly created documents have no profile assignments or color management policies and your only Destination option with PDF/X-1a is Document CMYK

    Set the Standard: menu to None

    That will awake the Profile Inclusion Policy menu, which you can then set to Include Destination Profile

    You can't have both.
