Disappearing Close Button in EPUB Preview: Maintaining Interactive Layer Visibility

I'm struggling to understand this issue. I've created a button to close an interactive layer. I have my button actions listed as Animation with the option set to reverse. I have a second action listed as the Show/Hide Buttons and Forms. This visability is set to Hide. I have mutiple interactive layers to switch in and out from. When I preview the animation and click into the first interactive layer, then click the close button, and open the second interactive layer. I then close the second interactive layer, and open the first interactive layer again, my close button disappears.  How can I keep this from happening? We plan to export this to publish online and embedded into a website to be viewed and used.
