How do I get InDesign to not apply automatically any master pages and spreads to new spreads created or to new spreads imported?

For new pages, drag them from the pages panel using the None Parent/Master.

Pages you bring in from other docs will bring their Masters with them.

The dragging works great, thanks.

But when importing they don't bring their masters because their masters is not active on them, it's overridden, it's simply not on them, it's something else.

When importing them, they show up with the host file's master on.

If the Parent/Master pages are named the same in both documents, the one in the receiving document will be used (assigned) so if you want master content to come over, be sure your pages are uniquely named.

That's tghe way it works with styles, as well.
