Effective dpi vs Actual dpi for print

Is it a problem to send a document to print if it contains a low dpi photo/graphic but it's effective dpi is high? Say a 72 dpi image scaled down so it's effective dpi is over 300.

Prepress folks feel free to chime in. 😉
