Question

Effects tile is outside window and cannot be moved? I can change it any way I try. Please see image

You can see in the attached picture that it is over the menu items and looks lost. Nothing I have done changes where it appears when I try to open the effects panel

Resetting preferences is a harsh way and the last resort. Perhaps ask yourself how you managed to bring the panel there. Maybe the screen resolution has been changed by some external software. Then you could try the same again. Switch to a smaller resolution to see if the panel moves. Switch to a higher resolution, if possible, to most likely see the panel's top bar again.

Not harsh really. Very common way to fix issues that creep up. It could be a sign of further preference corruption that is underlining and resetting the preferences now could fix the underlying issues.

 

However, the suggestion of the screen resolution is excellent.

Try resetting your preferences:
The easiest way to reset everything is to delete the InDesign preferences: as soon as InDesign starts to boot hold down Shift, Alt, Ctrl (and Apple/Cmd if working on a Macintosh). A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.
