Error 16 InDesign Publish Online

Question

So I've checked all the forums for this error, and none of them solve my issue.

I'm publishing a document that is 23.6MB, and will not upload. Yet previously I've uploaded a 29.6MB document before. To me, this suggests that it is not a size issue as proposed by other Error 16 threads.

My document has many videos, so I've downsampled them and decreased the bitrate to decrease the sizes.

If anyone knows something, I'd really appreciate your help. Thank you.
