What is the ACTIONS plug-in? I've never used it and now I can't open InDesign.

I agree with Peter. This sounds like a bad install. Uninstall, clean up any remaining garbage that may remain and then reinstall it.

the .rpln extension means it's a required component. You sghould re-install InDesign.
