I have created a file with 2 layers 

can i use a button with event.target.buttonImportIcon(); that place a image in Layer 1?

You can't add Acrobat scripts to form fields (including buttons) in InDesign natively.

It is possible with FormMaker (which is free for small, 1-page forms): https://www.id-extras.com/products/formmaker/

is there away to create this indesign and export to pdf, so that the button/script works? in pdf viewer app?

The easiest way is to use Acrobat Pro to add an image field, so that the script is automatically integrated.

The API you referenced isn't available in InDesign but seems to be from the Acrobat world.
