Exporting to EPUB: White Border around cover

Hi all, I'm sure this a relatively simply fix but have searched and can't find an answer for the life of me. Trying to help a friend create a followup eBook cover and cannot get the size of the new one (left) to be consistent with the size of the original (right). I've sized the cover @ 1600x2560 and placed it in the INDD document. My INDD document size is 8.5 x 11. What am I doing wrong here? How can I get it sized correctly?

You don't have a page size for text with reflowable ePubs, in the sense it can be any size.

Your cover dimensions are correct for a Kindle cover.

Have you selected Cover "Choose Image" for the first page in Reflowable Layout Export Options?
