Extension can't be installed in WIN 7

We have an installer for an extension for InDesign CC2015. In the last two weeks, we have some customers who were unable to install the Extension with the installer.

In the event viewer there is an error 1722.

the package can't be installed into the Adobe directory with the ExManCmd.exe tool, user rights are checked, user has administration rights.

The installation ends with an Error 1603.

    Did you try to install extension manager from creative cloud app.
