Failed to export PDF Indesign 2023

I recently posted a similar question about Export to PDF (print) in InDesign has been failing but it wasn't resolved. So I am opening a new discussion.

Some of our users are having issues exporting PDFs from InDesign. Different users are having problems with different files. It is happening to multiple files, but not all files. Some export just fine.

They export a few pages and then it fails. They have tried export a few pages at a time to trouble shoot.

They have tried exporting as an interactive pdf to see what page it fails at. Even after removing the links that errored, it was still unable to export. They delete the page and a couple of pages before it. It still fails at the same page number.

They are using Sharepoint and OneDrive sync to access the files and all the images. They have permissions to all the folders that the other users have.

Also. Having problems with the links. When they close a file and someone else on the team opens the same file all the links will be broken. If they relink, save, close and the original person goes to open it again, all the links are broken.

It's not just one document that's causing the issues, last year they were also having issues exporting another InDesign document.

They are on Windows 11, version 22H2. One user is on a HP EliteBook 840 G8 Notebook. 

The rest of the team is on PCs. I am on a Mac. I have not had problems exporting the pdfs but sometimes having the broken links issue.

We have tried to save as idml and then resave as indd. That has worked a couple of times but not all. I have tried everything I can think of.
