Fixed Layout EPUB Removes Export Tags

I am exporting a fixed layout EPUB because there are lots of graphics. To also get some reading accessibility I'd like to preserve the Export Tags such as H1, H2 etc. However in the exported EPUB they are all gone and there are only <p> tags with styles applied:-

How can I export the tags right? My ID version is 14.0.4
