Fonts Activating when they're Not Supposed To

I have all of Adobe Garamond Pro installed, for real, on my hard drive. I own this font and have for  many years.

File Handling / Auto-activate fonts is DISABLED.

I have removed all instances of Adobe Garamond Pro from the Creative Cloud.  No version Adobe Garamond Pro appears anywhere in my list of cloud-installed fonts in Creative Cloud.

I have shut down and restarted my entire system.

I opened a different document that doesn't even use Garamond.

But still, when I go to select Adobe Garamond Pro, the cloud version is the one in use. It will not even give me an option to select the hard-drive-installed version instead.

How do I get it to STOP using the cloud version and use my hard drive version instead?
