Fonts Blurry Upon Export

I am finding that when I design for a small document to be used in an email footer or a small digital ad, all the fonts are blurry and are really unacceptable for use. I've used typekit fonts as well as "standard" fonts (arial). I've exported at the appropriate pixel dimensions at 72dpi. I've tried exporting bigger as a pdf and then "saving for web" in photoshop... I've built the images in illustrator with vector graphics and outlined fonts, and the result is a blurry font every time.  I'm on the latest instance of the software running on MacOS Mojave.  It seems that no matter what I do, when I get my image to the size I want, the font is almost not readable. I am wondering if there's any help you can offer.

    Beyond Jeffrey's excellent response, you could try saving as PNG which wouldn't have the lossy compression, but even at that, you're likely to get this result.

    I have tried that, perhaps I'll try again.  Is there a way to get a better result?

    With little bitty graphic? Not really.

    This is not how I’d be handling this task. Are these email blasts?

    If your image is the actual digital ad @ 300 x 250 ppi, the type appears as I would expect. The type in the seal at this size will never appear sharp, regardless of any process of conversion or rasterization, it's just too small.

    As for the blurriness, are you referring to the anti-aliased effect? I would not recommend rasterizing without anti-aliasing, but you could turn that option off when opening a PDF into Photoshop.

    Thanks so much for your comment.  I totally get the point about the seal...  I believe when I save as a JPG i have anti-alias selected.  Is there no way to make the font look any smoother?
