First, ensure that the footnotes were created in Word using Word's Insert Footnote utility. If the author did them manually, you are out of luck.

Second, import the Word file into InDesign by setting the Import Options:

    • File | Place
    • Check the option to view Import Options
    • In the next dialogue box, check the option to import the Footnotes.

Version of InDesign and your operating system, please?

Just to note, footnotes in tables are not supported in earlier versions of InDesign (if they are supported in CC 2019, I wouldn't know as I cannot upgrade to 2019).
