Graphic Frames Can't Be Resized Without Resizing Content

When I try to resize a graphic frame, such as to crop an image, the whole image wants to rezie with it. (No, I am not accidentally selecting the image; I'm dragging the handles of the frame itself.) This is very frustrating, makes it very hard to crop an image the way I want to.

Perhaps you have some Frame Fitting Options applied, maybe as an Object Style?

With no modifier keys held down, dragging the corner or side handles should crop an image (rather than resize).

If it's not working try restoring your InDesign preferences and caches and described here:

Thank you, Steve. That seems to have fixed the problem in a new file I create, but the behavior continues with existing files. Not sure what's up; it was always like that — everyhting was working normally as expected when I first started using InDesign on this machine (summer of 2020). It's onlt recently that I've noticesd this aberrant behavior.

If restoring preferences solved the problem on a NEW file, try opening one of the old files where the problem exists and RESAVE the file. Then try it again.
