Guides won't stay in back

I have created guides (rows and columns) on my document using the Layout > Create Guides command. In Preferences > Grids, I have the box checked that says "Grids in Back." Even so, nothing I do seems to push them to the back; the guides are on top of my content, when I would really like them behind the content. What am I missing?

I would try restoring your InDesign preferences and caches since that feature doesn't seem to work for you "as advertised." Here's how:
