Help Needed with Designed Numbered Lists

Hello,

I've been attempting to configure numbered lists on the opening page in InDesign using the Paragraph's Border and Shading feature, but I haven't had any luck so far (please see the attached screenshot for reference). If there's a method to accomplish this without needing to create a separate text frame for each item in the numbered list, I'm very interested in learning about it.
