Help with Paragraph Style numbering

Hello,

I am trying to troubleshoot a "broken" indesign template. The numbering system is currently broken. It doesn't increment when new elements are added. And the existing content starts at X.9 and instead of X.1. 

 

Is anything wrong apparent from the settings of the numbering?

Here is an example of my level 3 heading using chapter numbering:

I've included in InDesign file with various methods of numbering. You appear to want the first example. Take a look at the style settings for each level.

Thank you for the helpful response. In your file structure, does Level 1 correspond to the chapter number i.e. an integer? In my document, Heading 1 Corresponds to X.X, which represents the section number. 

When I update my Heading 1 Bullets and Numbering mode to continue from previous, it counts the TOC Heading 1 entries and starts at the number after that, so that the section number at the end of the document is 2x the section number at the end of the TOC.

The top level would be for the chapter title. Technically, it is not necessary since it doesn't use a level placeholder.

If you are not using a chapter title, you could do this:

1.1 (chapter number and current level placeholder; level is 1)

1.1.1 (chapter number, level 1 placeholder, and current level placeholder; level is 2) 

1.1.1.1 (chapter number, level 1 placeholder, level 2 placeholder, and current level placeholder; level is 3) 

etc.
