How can I make this text wrap effect?

When I try to do this in the text wrap window, the phrase on the right is also affected by the rectangle I applied and I can't fit it in that space.

@jmlevy's advice is the ideal solution for the sake of document tidiness. However, if you go into Object > Text Frame Options... for the box on the right, you can switch on the 'Ignore Text Wrap' option for the same result.

You don't need any additional rectangle. You just need to apply the text wrap on the right frame. See my sample file attached.
