How do I change the position of bullets in indesign?

Exactly what are you trying to change in the position? Spacing to the text, indent, height above the baseline?

 If you have paragraph style then adjust 

If the bullets are manually inserted then change the tab setting

You can do this in the Paragraph Style also 

If you're not using styles you should be - but if there are paragraph styles setup you can adjust manually
