How do I resize panel windows when the bottom edge cannot be grabbed?

This is constantly happening to me! The top edge of my Links panel is all the way at the top of my monitor, but the bottom edge is off the screen & too far down to grab. Closing & re-opening the panel does not help.

I just had this myself and found a solution! 😄

To the left of the tab, there are the two arrows that can extend/contract the panels to different lengths. If you click once, or twice, depending on how long your panel is, it should come back up.

Maybe try to add another panel above and then remove it - hopefully it won't increase the total size even more but decrease the size of the links panel.

 

Or trash preferences - but it will reset all panels.
