How to add scrollable frame in indesign?

I'm trying to make a scrollable list for buttons in Indesign. The buttons are used to quide the user to the right page of a document. Because the list of buttons is so long, there is not enough space for them all to be visible at the same time. The buttons should be inside a scrollabe frame.

Apparently the layer based scrollable frames are not supported anymore. Do I need to upload an exension for it and if so, which one?

You'll need Universal Scrolling Frames for InDesign – Ajar Productions for that but you don't say what format you'll be exporting to. If it's PDF you can stop right now, but it should work in EPUB (with the proper reader app) and Publish Online.
