How to apply the leading to just bullet points and not when the sentence continues on the next line

I think you want to have space between the lines when the next line is the next point but not when it is a second or further line of the same point. If so, you need Space After in Indents and Spacing in the paragraph style setup.

Looks like you can't - bullet's Leading is controlled by ParaStyle definition - CharStyle won't override it.
