In Photoshop (or another image editing application) make the mountains into a separate layer in the image then save as a layered TIF or PSD. You can then use Object Layer Options to show or hide layers. You will end up with three objects in InDesign: The original image, the text, the layer with just the mountain.
You could also add the text in Photoshop using a mask of the mountains to hide some of the text. This would require editing the text in Photoshop.
