How to fill a cell in table with texture like this in InDesign.

There is a solution, but it is not very flexible.

 

Create the pattern yourself. Any tool you like. If you are using vector elements save the pattern graphic as PDF.

Place and anchor the pattern graphic Above Line in the first insertion point of that table cell.

Do that with the Anchored Object controls when you select the anchored object.

Type the text in an extra paragraph below.

 

Then change the vertical position of the anchored graphic so that the text moves on top of the anchored graphic.

Do that with the Anchored Object controls when you select the anchored object.

 

Is it worth the trouble?
Don't think so.

 

Alternatively: Place the pattern graphic stacked behind the table. Do not anchor it.

Word offers some such "dithered" fills in its standard Borders and Fills dialog. InDesign does not.
