How to format Table of Contents with numbered chapters and unnumbered back matter?

I have a book with numbered chapters and some unnumbered back matter (e.g. References).

My TOC Style is a Numbered Contents Table.  The Paragraph Style for the TOC Chapter Entry specifies a Numbering Style with Format 1, 2, 3, 4...  The resulting TOC has automatically numbered Chapters (as wanted).

Within some Chapters are Headings, which are included in the TOC with a (Level 2) TOC Heading Entry paragraph style specifying Bullets and Numbering = None.  The resulting Headings in the TOC are not numbered (as wanted).

At the end of the book is some back matter titled References, which are given TOC Chapter Entry paragraph style.  The resulting References are numbered as an extra chapter in the TOC.  I want to remove this numbering in the TOC.

Each chapter also has a Chapter Number with a matching style, but the References are not given a Chapter Number. 

Is there any way of using this Chapter Number in the TOC, rather than the automatic numbering in the TOC definition?

Create a new paragraph style for back matter (e.g., Back Matter).
Assign this new style to References in the TOC settings.
In this new style, set Bullets and Numbering = None, preventing it from being numbered.
This will keep the numbered chapters intact while allowing References to remain unnumbered.
