How to have a hyperlink pop up from a cross-reference when the hand pointer is hovering over it?

I have a map that I created in Illustrator and placed in my indesign document. I want each location on the map to link to specific content in the document. So far, cross references seems to be the best option (rather than hyperlinks) because the pagination may change. So I am linking to specific text using Paragraph styles.  But when I export to PDF, the link works but there is no pop-up when you hover over the area. The pointer changes to a hand so if you're looking closely, you can see it's a link, but I want the label to appear that indicates it's a link. I included Alternate Text when I created the cross-reference, which is what I thought would appear. Instead nothing appears.

 

I've attached the indesign file and the pdf. The map is on page 7. The only links I've entered so far are to Lincoln and Frankford High schools, in the northeast quadrant of the map. FYI, I made the links 0% opacity for design reasons, but that doesn't affect the no pop-up issue as I tested it at 100% opacity.

 

I've also attached a screenshot showing the export options.

Click an insertion point at the beginning of a school name and choose New Hyperlink Destination from the Hyperlinks panel menu. Then draw the frame, make it a button, and set the action to link to Go To Destination and select that same destination. If you add a page, the Hyperlink Destination (aka Named Destination) will move along with the content. There is a Refresh URL Status button at the bottom of the panel to tell InDesign to update the links after edits.

The question of publishing to an interactive PDF or publish online nothwithstanding, if you want a tooltip to pop up and be able to accomplish pagination changes:

  1. Add a named destination in the Hyperlinks panel to indicate where you want to jump.
  2. Create a button over the map location and include a Description (tooltip that appears when you hover) and link it to the named destination.

Thanks Barb for that suggestion. For a named hyperlink destination, it looks like the only options are Pages or URL. So I can't link to a specific Paragraph, which saves a lot of time and, mor importantly, enables flexibility if pagination changes. Is that correct?

It might be worth testing this out as an Adobe Publish Online document which is in HTML5 format and allows such interactions which Interactive PDF doesn't.

OK, I published online here. Still no pop-ups.  (FYI, I added a few additional cross references to the map since the version I shared before)
