How to make the front and back text boxes appear in order of position when extracting a directory?

How to make the front and back text boxes appear in order of position when extracting a directory?
Now they are often misaligned.
My solution is to connect them together, but sometimes there are many, which can be very troublesome.
Is there a better solution
Also, why is the number 4 white here, and how does my Content automatically clear priority character styles?

What is TOC? I want to create a directory, I'm just giving an example.

TOC: Table Of Contents. You create this through the Layout menu. But when I look at your screenshot with all those separate small text frames, reading your question and not knowing what a TOC is, I really doubt you have enough knowledge of InDesign (no offense)... May I suggest following some (online) lessons or reading a good instruction book first...?
