How to push chapter header down without pushing it to the next page

I have my chapter header Keep Otpions set to start on the next odd page of my book (which, I know it's doing its job perfectly, and I love it because it saves me so much time!), but when I want to push the header down a smidge, I have to use SHIFT Enter because pressing Enter (even without using CTRL Enter) pushes the chapter to the next page regardless.

 

I have tried manipulating the chapter header spacing in the Space Before option in the Indents and Spacing section and with the Leading options (via inches) in the Basic Character Formats section, but it doesn't move at all.

 

Here is the link to the recording I made trying out my approaches.

 

Let me note that the Space After option still works perfectly, so this must either be a Keep Option oversight or I'm definitely missing something (hopefully, it's the latter!).

 

Is SHIFT Enter my only hope here?

Hi @The Goth Editor ,

there is a trick using Rule Above and to keep it inside the text frame.

The color of the rule could be set to "None".
