How to set the quality to default to maximum 12 when storing jpg images?

I'm also using jpgs in InDesign right now, but have run into a problem.

How to set the quality to default to maximum 12 when storing jpg images
If the last one was ever stored as a low quality jpg, when we modify the size well, if we move too fast, it may be stored as a low quality image again.
As a result we don't realize the error has happened.
This is why I prefer to use tif format, but tif is too big.

How can I make this setting always 12, i.e. close last save as 8, open it this time, and then save again to automatically change to 12 maximum?

Stored where/how? Or are you thinking about Photoshop?
