I need to turn a PDF image into a vector, can it be done on indesign

    No, not really. InDesign has a few basic graphics-level and image management features, but most are subsets of those found in Photoshop and Illustrator. The only tool it has besides general vector shapes and editing is a pathfinder tool.

     

    You almost certainly want Illustrator for any PDF conversion/vectorizing task.

    Adobe Illustrator would  be a much better choice for turning an image into vector. It's not something that can be done in InDesign as @James Gifford—NitroPress  points out.
