Hyperlink text to page?

I'm using Indesign CC 2017 latest update on MacOS 10.12.6 Mac mini. I'm trying to create a simple text hyperlink to a page. I select the text, go to the Hyperlinks panel, select New Hyperlink from the fly-out menu. Under Link to: I try to select Page, but it keeps going back to URL. Is there a bug or is there something I don't understand about how to make it select Page?

Any reason for not upgrading to CC 2018? We have seen similar kind of issue with CC 2018 reported frequently with other panels

You can start by cleaning your cache and preference to see if it fixes your issue Troubleshooting 101: Replace, or "trash" your InDesign preferences

I just updated to 2018 and it still does the same thing.
