Hyperlinks panel split with blank space on right

In InDesign CC 2017, when I open the Hyperlinks Panel it is split vertically into 2 segments. The left side shows all my links as usual, while the right side is completely blank, and doesn't seem to have any purpose. It also takes up a lot of space on my screen. If I try to resize, only the left side is resized, while the blank right side stays as it is.

When I look at Adobe's help pages, the Hyperlinks Panel is shown as just one column of links, as I have known it in previous versions, so I wonder if this is a bug of some sort? Has anyone else noticed this, and/or found a solution?
