Can you supply this  page please?

Not related to the problem, the running footer should be aoutside the text margins and should be on the master/parent and based on a text variable draw the text from the headline paragrap style.

Your suspicions are on target. It looks like a Paragraph Rule set Below with a Right Indent and a downward offset... which is why it doesn't show on that one paragraph.

A screen shot shwoing non-printing characters would help a lot...

Did you import this text? I've seen this kind of stuff with Google Docs downloaded as Word and placed in InDesign.

Hi @Marisa330634739dh1:

What's odd is that they are all different lengths, which steers me away from a paragraph style option, like ruling line above, below or border unless there is white/transparent text in between the visible paragraphs. My money is on a custom underline or strikethrough. Try selecting all those paragraphs and toggle underline on and off. Does that take care of it? If not, try it with strikethough.

If still there, would you like to share a page of the file? I'd be happy to take a look. Put it on Dropbox and add a link here (public), or click on my name about this message and send it to me directly (private).

Random space lengths, was my thought. But I dunno. But yes, underline is a good possibility, too. Might all be a cascade of next-paragraph styles.

It's almost impossible to make a good guess, but it looks to me as if you are using a spacing paragraph that has somehow had a paragraph rule attached to it.

First, if you are, don't use paragraph returns to space things. Use above/below spacing on paragraph styles.

Second, put the cursor in one of those space/blue bar lines. Open the highlighted paragraph style. Check Paragraph Rules and Paragraph Border to make sure nothing is enabled there.
